Purchases are tied to your Apple Account. Reinstall, open the app and use Restore Purchases. If nothing appears, check you are signed in with the same Apple Account you bought it on.
Local multiplayer connects devices directly, so both need Wi-Fi and Bluetooth on and to be near each other. iOS asks for Local Network permission the first time — if you declined, re-enable it in Settings › Privacy & Security › Local Network.
Local network and Motion can be re-enabled at any time in Settings › Privacy & Security. Until then the feature that needs it stays unavailable.
Deleting the app removes everything it stored on your device.
